Before 1837, the land where Tomahawk now stands belonged to the Ojibwe, who were active in the fur trade, such as the American Fur Company and the Northwest Company. After the 1837 cession, the practical situation changed only slightly: federal survey teams did not arrive, logging activity was still light, and the Ojibwe continued to actively occupy the general area. There was a village north of modern Tomahawk, around modern Bradley, and a village on Skanawan Creek.
The Treaty of La Pointe of 1854 created the reserves of Lac du Flambeau, Lac Courte Oreilles and Bad River.
Even after this treaty, the region is mostly public land and the treaty allows the Ojibwe usufructuary rights to hunt, fish, collect wild rice and make maple sugar.
Logging activity from the upstream Tomahawk River began around 1860 and peaked after the Civil War. By 1880, several families lived near the Tomahawk-Wisconsin River confluence, including property within the early Tomahawk city limits.

Tomahawk traditionally traces its foundation to the establishment of construction sites for a dam and railroad in 1886. The company leading the effort was the Tomahawk Land and Boom Company, led by William H. Bradley, who was the chief founder of Tomahawk. The Tomahawk Land and Boom Company owns 51 percent of the Chicago, Milwaukee and Saint Paul railroad, and 49 percent of the Land, Log and Lumber Company (Bradley and partners). The dam was a huge capital investment at the time, and was one of the largest in the world when completed. The city site was platted in 1887, with lots sold in Milwaukee that summer. The agt for the sale is Hry Payne.
The town was incorporated in 1891. In the 10 years after the first construction camps were established, Tomahawk grew rapidly, boasting many stores, a three-story hotel, several sawmills, paper mills, and services from three rails.
A neighborhood in the southern part of the city is known as Frchtown or Frch Town. Why it has the name remains unknown.
However, among the original inhabitants of Tomahawk were many French speakers, from Canada and elsewhere in the United States, including Germain Bourchard, as well as early owners such as Albert King and Gilbert Vallier.
